Auto-Pilot Watches Penalties; Armid Deploys Respect the Sector Cap

Auto-Pilot now plans trades at watched-port prices, and Deploy Armids maxes out at the armids a sector can actually hold.

Two fixes from captain feedback:

Auto-Pilot & watched ports. If a port is watching you, it charges a 5% surcharge on trades (10% while you’re actively busted). Auto-Pilot previously planned purchases at clean-market prices, so a tight credit margin could fail mid-run — and you’d have to Open Market to finish. It now budgets the Dry Run and execution at the same penalized prices the Market charges: a buy you can’t afford at a watched port shows up as a blocker in the Dry Run instead of failing halfway through the route.

Deploy Armids & the sector cap. A sector holds at most 1,000 armids across all captains (they also decay 5% per day). The Deploy Armids prompt now caps its maximum at the armids a sector can actually absorb beyond what’s already deployed there — including other captains’ fields — and the button disables when a sector is full, instead of suggesting a quantity the server would reject.
