The player guide now explains that Q-Cannon sector percentage is a firing allocation of combined fuel, organics, and equipment — not fuel alone.

The Planets and Combat guides now state how a sector Q-Cannon actually fires. The percentage setting is a firing allocation on the planet’s combined stored fuel, organics, and equipment. It does not mean “percent of fuel only,” and 100% is already the strongest volley.
