Planet Buster Siege Status Fix

Hostile Planet Busters now use a privacy-safe siege checklist that explains Q-cannon attrition and correctly recognizes exhausted targets.

The HOSTILE PLANET BUSTER panel now explains how a siege works: survive repeated hostile entries so each Q-cannon volley consumes the target planet’s stored resources. The panel reports the cannon as Active or Exhausted without exposing its private stockpiles or cannon settings.

Requirements, firing costs, alignment consequences, and XP rewards are now separated clearly. The unavailable Assault Planet, Raid Resources, and Sabotage Q-Cannon placeholders have been removed so they no longer look like usable siege actions.

Fortified Citadel Level 3+ targets can no longer evade destruction by switching an exhausted sector cannon’s allocation to zero. The attacker must still be in the sector, carry a Photon Missile, have 1 AP, and clear the target owner’s deployed sector fighters.
