StarDock now clearly shows where CHOAM tariffs are available, and invalid attempts no longer spend Action Points or reveal cloaked ships.

Fixed
CHOAM tariffs are now clearly marked as available only at StarDocks in CHOAM Protected Space. Outside protected space, StarDock explains the restriction instead of offering an unusable tariff payment.
Invalid tariff attempts no longer spend Action Points or clear an active cloak. Guild Commission requests remain available at every StarDock through the Guild Liaison service.
