Melange Theft Loop Fix
Repeatedly stealing and reselling Melange no longer reduces the port's available theft pool by the loop quantity each cycle.

What changed
- Melange no longer disappears from the theft pool during repeated steal-and-sell cycles. Stealing 10 units and selling them back no longer reduces the next available amount by an additional 10 units.
- Recently sold cargo is handled correctly when stolen back. The stolen units are removed from the port’s recent-sale quarantine instead of being left there for the next reconciliation.
- Port inventory and crime inventory stay synchronized. The visible Market supply and the amount shown in the crime panel now agree after a sell-then-steal-back cycle.
Why it matters
Outlaw captains reported that ports dealing in Melange were gradually losing available stock after repeating a small steal-and-sell loop. The port was not actually receiving a fresh duplicate supply each time, but its crime bookkeeping was counting the same recently sold units as quarantined again.
This fix preserves the intended scarcity and quarantine rules without making legitimate sell-then-steal-back behavior reduce the port’s inventory twice.
What is unchanged
- Stealing still reduces the port’s available supply.
- Sold cargo still enters the normal quarantine system before it becomes available as older theft stock.
- Bust chances, alignment changes, action-point costs, and Melange pricing are unchanged.
